Types of Inspections CCSEA Conducts on Laboratory Animal Facilities

The CCSEA (Committee for the Control and Supervision of Experiments on Animals) under MoEFCC, India conducts three main types of inspections on registered laboratory animal facilities:

1. Pre-Registration Inspection

  • Conducted before granting registration under the PCA Act, 1960.
  • Evaluates:
    • Animal housing infrastructure.
    • Availability of veterinarian and trained staff.
    • SOPs and record systems.
    • Compliance with CPCSEA guidelines.
    • IAEC constitution and documentation.

2. Routine/Periodic Inspection

  • Conducted periodically (at least once every year):
    • The CCSEA Nominee can inspect the facility any time during the year.
    • Alternatively, the facility can proactively propose an inspection once a year to ensure compliance readiness.
  • Purpose:
    • For renewal and ongoing compliance monitoring.
    • Helps facilities identify gaps early, avoiding issues during renewal.
  • Checks:
    • Records (stock, mortality, procedure approvals).
    • Animal housing conditions, feed, water, enrichment.
    • Health monitoring and veterinary care.
    • Compliance with IAEC-approved protocols and ethical practices.
    • Staff training and occupational safety.
  • Inspection reports should be uploaded on the CCSEA website, which helps your facility during renewal by demonstrating transparency and compliance.

3. Surprise/Complaint-Based Inspection

  • Conducted without prior notice in cases of:
    • Complaints of animal cruelty or ethical violations.
    • Reports of unapproved procedures or poor housing.
  • Focuses on:
    • Immediate facility status and animal welfare.
    • Verification of alleged violations.
    • Record and infrastructure checks.

Key Inspection Components

  • Facility ventilation, lighting, sanitation.
  • Cage space requirements and animal density.
  • Quarantine and segregation procedures.
  • Availability of attending veterinarian.
  • Humane endpoints and euthanasia practices.
  • Disaster management preparedness.
  • Staff competency and training documentation.

Outcome:

  • Detailed inspection report submitted to CCSEA.
  • Recommendations for corrective actions, if needed.
  • Easy renewal if the facility consistently maintains compliance and uploads reports.
  • Risk of suspension of registration if severe non-compliance is found.
